With nearly four decades of experience in healthcare staffing, we have witnessed the long-term care (LTC) industry face a significant labor shortage crisis, now recognized by government and industry experts. This shortage has forced facility closures, strained healthcare workers, and diminished access to essential services, compounded by an aging population peaking in 2030. Despite government interventions, the labor shortage persists, fueled in part by inadequate staffing strategies.

Traditional efforts to address the labor gap—such as expanded recruitment and flexible work benefits—have failed to meet the sector's needs. The reliance on agency staff as a short-term solution has proven costly, disrupting workplace stability and escalating labor expenses without solving the underlying problem. Facilities are struggling to maintain government-mandated staffing levels, which has led to closures and heightened government involvement in regulating care standards.

Recognizing that the crisis cannot be addressed through simplistic approaches, we have developed a specialized Healthcare Labor Management System (H-LMS). This web-based solution targets three critical areas:
